STATE BALLOT MEASURE

EXPLANATION:

Bolded is the proposed text and below it is the explanation.
(b) In order to permit legislators the time to read and understand the final version of a bill, and in order for a house vote to be valid, a house vote to pass or defeat a bill shall not occur until three business days after the absolute entirety of the final version of the bill has been distributed to the members of the house. Any alterations, revisions, additions or deletions to the bill, during this three day review period, require a redistribution and restart of the review period.

Currently, a bill can come out of committee and be voted on minutes later without the rest of the legislature having the opportunity to read the final version of the bill, with its new revisions and amendments. They are not able to see the last minute clauses which favor special interests and do a disservice to the citizens. They are not able to personally analyze or research these revisions to see their track record - if these new clauses have worked or failed anywhere else, is as effective as it could be, or is impractical. It doesn't give our legislators the opportunity to apply lessons learned from previous mistakes or successes and doesn't permit them the chance to see the bill as a whole.
