STATE BALLOT MEASURE

EXPLANATION:

Bolded is the proposed text and below it is the explanation.
(c) In order to permit the public to review the work of their legislators, once a bill has been passed by one house of the Legislature, and in order for the vote by the other house of the Legislature to be valid, a vote to pass or defeat the bill by the other house shall not occur until after the absolute entirety of the final version of the bill has been posted continuously on the Internet for eight business days. Any alterations, revisions, additions or deletions to the bill, during this eight day public review period, require a reposting and restart of the public review period. Any bill posted on the Internet that cites or references other statutes, rules, codes or laws, shall link to those and shall also provide an understandable translation and explanation of them, before the eight day public review period may start.

Currently a bill can come out of committee, after having been drastically revised, and be passed by both houses and even the Governor in a day or two. This is too common an occurrence in Congress and the White House, no matter which Party has control. As a result laws are passed which are silly, wasteful, special interest oriented, impractical or unconstitutional. For verification, one need only do a google search for "stupid, wasteful California laws" or similar searches for other states, or even search by bills that have been passed by Congress.

We must recognize that it is far too easy, even for well-meaning legislators, to lose touch with the people they are supposed to represent, to lose touch with the common person's difficulties, to blindly accept erroneous information as true (because a friend, their Party, fellow legislator, or campaign contributor supplied it). In their bubble and life of privilege, it is easy for them to think that they know what is best for us.

We the People should have the opportunity to review the absolute final version of a bill before it is passed, so as to provide our input based upon our life experiences.

We need to be able to not only state our support or opposition to a bill, but should also be able to provide our suggestions as to what we feel are the flaws or merits of a bill. We should have the opportunity to provide our suggestions on how to improve the bill, to help teach our politicians about real life. When a bill can come out of committee and be passed into law hours or a day or two later, we are not afforded this chance. For us to be effective in having our voices heard, the absolute final version of the bill needs to be posted on the Internet a solid week before the last house can vote on it.
